Newcombe was born in Victoria in British Columbia, Canada and lived in Toronto (1936 – 1955) and in London (1959 – 1969).

His painting styles included Abstract Expressionism, Colour Field Painting, Constructivism, Fauvism and Cubism. He’s considered self-taught however most sources note that he did take some private lessons in Vancouver with Group of Seven icon Frederick Varley.

He was a member of the Canadian Society of Graphic Art and its president and a member of the Californian Watercolour Society.

He has had multiple solo exhibitions worldwide and many permanent exhibitions in the UK, Canada and US.
