Leon Smets was born in Mechelen, Belgium in 1895. Aged two his family moved to and settled in Antwerp. He was educated at the academies in Antwerp and its suburb of Bercham.

He took much of his inspiration from the River Scheldt and Antwerp Harbour. A sailor and rower himself, he found the water to be an inexhaustible source of inspiration. In his early years he was influenced by the fauvist style of the early 20th Century, with vibrant brushstrokes and bright colours as used by Picasso and Matisse. It was the era of post-impressionism and experimentation with forays into expressionism and abstraction.

Smets also painted portraits, figures, and dancers. After 1960 he evolved to a strict constructivist and linear vision,  exploring an abstract style for some time.

He returned to Mechelen where he passed away in 1980.
